Steve (Ca) & Joint-Runner were right. I still had existing okrum in the hub. Once cleaned out the more room I had for the 4" PVC. Check below

Finished product. I forgot to take a pic of the 4" PVC inserted into the dough nut before putting the 4" to 6" rubber reducer you see around the PVC and cast iron hub. I put it on on the PVC prior to forcing into the rubber dough nut shown above. It was a very snug fit so I had to you use KY petroleum.
